- Meta released the weights of Muse Spark Open, an 816B-parameter mixture-of-experts model (42B active) with a 1M-token context, at $1.25 in and $4.25 out per million tokens on Together AI and other hosts.
- Vercel made Python generally available and launched Vercel Daemons in public beta, always-on container workers for queues, Temporal and CI runners, plus Token Pass: $80 of GLM 5.3 and Kimi K3 credit for $30 a month.
- Anthropic has given six METR staff employee-like access to its internal systems, and METR can publish without Anthropic's veto.
- The FTC sent civil investigative demands to OpenAI and Anthropic over agent security incidents, Axios reports, on the same day the EU's AI Office said it had sent its own requests.
- GitHub's AI Scan for pull requests is GA, covering PHP, Bash, Terraform and Dockerfiles that CodeQL doesn't, and agentic autofix for code scanning alerts is GA too.

## Meta's biggest open model fits on two Mac Studios

**Meta released the weights of Muse Spark Open on 15 October, an 816B-parameter mixture-of-experts model with 42B active per token and a 1M-token context**, which [Meta calls](https://research.meta.ai/blog/muse-spark-open) the most capable US open-weight model to date. It takes text, images, audio and video and returns text, and it's built for agentic coding. [Hugging Face's write-up](https://huggingface.co/blog/meta-muse-spark-open) has the details: 256 experts per layer with 8 routed per token, BF16 and NVFP4 checkpoints, and reasoning that can be turned down to "low" but not off. Weights are a gated download on Hugging Face under the Muse Model License, which allows commercial use but requires model-as-a-service providers with more than $20M in revenue to sign a separate agreement with Meta. Together AI, Fireworks, Baseten, Groq (limited preview), Modal, Nebius and OpenRouter host it.

**Why it matters.** It's [$1.25 in, $0.15 cached and $4.25 out per million tokens on Together](https://www.together.ai/pricing), the same as Meta's closed Muse Spark 1.3 API. Meta optimised it for Apple's MLX on two Mac Studios with M5 Ultra, each with up to 512 GB of unified memory. The BF16 checkpoint is about 1.5 TB, so the two-Mac setup needs compressed weights (our arithmetic); on GPUs, the model card asks for at least 700 GB of memory with NVFP4.

**Cheaper and multimodal, but not the smartest.** *Our read:* on Together it undercuts GLM-5.3, Qwen3.8 Max and Kimi K3, but [Meta's own model card](https://huggingface.co/meta-models/Muse-Spark-Open-816B-A42B) puts it behind all three on the Artificial Analysis Intelligence Index. It leads them on some agentic tests (MCP-Atlas 89.2 against 84.5 for Qwen3.8) and splits Meta's six image and video tests with Kimi K3, three wins each. Pick it on price and agentic tool use, not raw reasoning.

<div class="table-wrap">

| Open-weight model, on Together | Input, per M tokens | Output, per M tokens | AA Intelligence Index |
|---|---|---|---|
| <mark>Muse Spark Open</mark> | <mark>$1.25</mark> | <mark>$4.25</mark> | 39 |
| GLM-5.3 | $1.40 | $4.40 | <mark>45</mark> |
| Qwen3.8 Max (2.4T-A95B) | $2 | $6 | 40 |
| Kimi K3 | $3 | $15 | 44 |

</div>

Prices from our [models table](/models/) and Together's pricing page; highlighted values are the cheapest and highest of these four. Index scores as reported in Meta's model card. All four have a context of about 1M tokens.

## Vercel wants your workers, not just your frontend

**Vercel made Python generally available at its Ship event in San Francisco on 15 October** and launched [Vercel Daemons](https://vercel.com/changelog/vercel-daemons-is-now-in-public-beta) in public beta: containers that run continuously on Fluid compute and pull work from Vercel Queues, Celery, BullMQ, Kafka, Temporal task queues or self-hosted CI runners. You set the instance count per region and Vercel restarts crashed processes. [Vercel says](https://vercel.com/blog/backends-on-vercel-python-containers-and-daemons) 150,000 teams already run Python backends on it. [Vercel Drives](https://vercel.com/blog/introducing-vercel-drives-persistent-storage-for-agents), persistent and forkable volumes for Sandbox, are GA at up to 16 TiB, and Bring Your Own Cloud on AWS is GA.

**Why it matters.** A FastAPI app, its Celery worker and a Next.js frontend can now deploy as one project. [Token Pass](https://vercel.com/changelog/introducing-token-pass), in early access for Pro teams, gives $80 a month of GLM 5.3 and Kimi K3 credit through AI Gateway for $30, with a hard stop instead of overage.

**Render and Railway just lost a selling point.** *Our read:* background workers were a common reason to keep a second host next to Vercel. The [Daemons guide](https://vercel.com/kb/guide/vercel-daemons) bills in vCPU-hours (10 a month on Hobby) but gives no Pro rate, and the beta runs only in production, without autoscaling or preview deployments. Price it against Render or Railway workers first. Token Pass is a subsidy to get coding agents onto AI Gateway.

## Anthropic lets an outside evaluator inside as the FTC asks questions

**Anthropic has onboarded six METR employees with "employee-like access"**, company hardware and internal tools "roughly on par" with its own risk teams, [it said on 15 October](https://www.anthropic.com/news/an-update-on-independent-evaluators). METR will publish its risk assessments, and Anthropic can't veto them, only require narrow redactions, which METR may publicly criticise. SecureBio is reviewing the chemical and biological chapter of its August Risk Report, and Anthropic is working toward a red-teaming and alignment-assessment partnership with Accenture and Faculty.

**Why it matters.** The same day, [Ars Technica reported](https://arstechnica.com/tech-policy/2026/10/ftc-probes-if-openai-anthropic-security-incidents-harmed-americans-report-says/), citing a source who spoke to Axios, that the FTC sent OpenAI and Anthropic civil investigative demands on 14 October over agent security incidents, with more than 50 pages of questions. The FTC didn't comment. That's the same day the EU's AI Office said it had sent its own [requests for information](/daily/2026-10-14-eu-ai-office-openai-anthropic-modal-series-d/).

**Outside auditors are becoming a regulatory defence.** *Our read:* an evaluator with publication rights is the strongest answer Anthropic can give regulators without handing them its models. Watch whether OpenAI makes a matching offer.

## GitHub's AI security scanner goes GA

**GitHub made AI Scan for pull requests generally available on 15 October**, an AI code scanner that [covers languages CodeQL doesn't](https://github.blog/changelog/2026-10-15-ai-scan-for-pull-requests-generally-available): PHP, Shell/Bash, Terraform HCL, Dockerfiles, JSP and Blazor. Findings are advisory and can't block merges. It's available on public repositories; private ones need Code Security or Advanced Security, and scans use Code Security AI Credits. [Agentic autofix](https://github.blog/changelog/2026-10-15-agentic-autofix-for-code-scanning-alerts-general-availability) is GA on Enterprise Cloud: assign an alert to Copilot and it re-runs CodeQL to confirm the fix before opening a draft pull request.

**Why it matters.** Terraform and Dockerfiles are where many real misconfigurations live, and CodeQL doesn't cover them, though AI Scan only checks pull-request changes, not existing code. It doesn't need a Copilot licence.

**Coverage first, precision later.** *Our read:* advisory-only is the right call: GitHub's changelog and docs warn of false positives but give no rate.
